Besides Tolosa, you may want to check for records and relatives in Bilbao and Santander Spain. Zugasti is a Basque name. Bilbao and Santander are large ports in Northern Spain, and most youngsters that want to sign up for the Spanish Navy, would be likely to join there. Next time you are in the area, stop by the public town records. They are in excellent shape and go back to the 1700's. Actually, is it possible that his family name would have been Sorozobal and his mother's maiden name Zugasti? It was common practice for Spanish people immigrating to English speaking countries, to do the last name switch, just to keep the paperwork simple.
